Every now and then voices in India echo the Pakistani clamour for a need to resume the so-called composite dialogue. The strongest reason advanced for this appeal is that India’s stance of no-talks with Pakistan is only strengthening the forces that launch terrorist attacks on India. In other words, India is being hurt more than it had bargained for when it decided in the wake of the macabre Mumbai attacks in November 2008 to suspend the on-going talks with Pakistan.
What can be expected by resuming talks with a Pakistan that has since become more irrational, grumpy and paranoiac and has opened several anti-Indian fronts? Pakistan is doing its best to hawk an entirely preposterous theory that India is behind the wave of terrorist attacks that are coming with ferocious regularity all over the land of the pure. At the same time the world is also being fed another blatant lie by Pakistan that it had absolutely nothing to do with the Mumbai attacks of November 2008.

The ‘proof’ of India’s hand in the terrorist attacks has long been compiled, say the Pakistanis. The slight problem is that they are unable to decide whether it has been handed over to India or not. Sometimes, the Pakistani officials talk of the ‘proof’ having been handed over Manmohan Singh at Sharm-el-Shaikh, at other times their ministers are talking about the ‘proof’ having been collected but has been held over for delivery at an ‘appropriate’ time.
That ‘appropriate time’ will probably come when the composite dialogue is resumed-not in the near future. Or, perhaps the ‘roof’ has not been cooked sufficiently to make it look even remotely plausible. One ‘roof’ that Pakistan had provided to the Americans in recent past was about Indian diplomats seen talking to some Baloch leaders.
The Americans probably know very well that the separatists and disgruntled Kashmiri leaders in India openly hobnob with the Pakistanis-at their high commission in India and abroad, including Islamabad. Pakistan would not accept that these meetings form part of their plan to incite insurgency in Kashmir even when there have been occasions when these Kashmiri leaders and their representative have been caught coming out of the Pakistani high commission in New Delhi with suitcases full of cash.
The Pakistanis were thrilled to bits when a relatively lesser-known American ‘expert’ wrote that the Indian consulates in eastern Iran and western and southern Afghanistan were not engaged in merely issuing visas because there was hardly any tourist traffic from those parts to India. Assuming that Indian missions in Iran and Afghanistan are a camouflage for anti-Pakistani activities, what exactly is the role of Pakistani missions in Nepal and Bangladesh?

The world can only scoff at Pakistan’s audacity in disclaiming any hand in the Mumbai attacks after facts that have emerged so far from some actions taken in their own country like arresting a number of Pakistani suspects for their complicity in the Mumbai attacks. Add to this the disclosures that have surfaced after the arrest of American citizen of Pakistani origin, David Coleman Headley alias Dawood Gilani, and his associate Tawahhur Hussain Rana, a Pakistani holding Canadian passport. Forget whatever the Indian investigators have discovered after the arrest of Ajmal Kasab and Kasab’s flip-flops in the witness box..
Prime Minister Yousuf Raza Gilani and his foreign minister rarely forget to tell their countrymen and those in the outside world who care to listen to them that the ‘whole world knows’ that Pakistan was in no way involved in the Mumbai attacks and, what is more, ‘the world’ also knows that India is engineering the terrorists attacks in Pakistan. Can India talk to such delusional leaders?
As it opens a can of imaginary grouses against India, Pakistan may have, perhaps unwittingly, invalidated its long held contention that relations with India will become ‘normal’ once the Kashmir dispute is resolved. Top of the list of fresh set of complaints against India is the dispute over waters that flow from rivers originating in Kashmir. If Pakistanis are to be believed India has all but stopped the flow of these waters!
The well-oiled propaganda machinery of Islamabad has hit upon a fantastically ‘apt’ idea that will hit India. It is related to climate. It is about the glaciers. Well, the Siachen glaciers are melting because of the presence of Indian troops and the ones in the Gilgit-Baltistan area in the Pakistan-occupied Kashmir have been melting because of the ‘black carbon soot’ drifting from India! This accusation was made against India at the Copenhagen summit by Pakistan.
Of course, after hurling the allegation the Pakistan extends its bowl before the international community, seeking generous foreign funds to fight the adverse effects of global warming. There is hardly an international forum where Pakistan does not beg for funds to shore up its economy. Oh, the Pakistanis are also told by their masters that the country is among the least polluting and polluted countries.
Only the naïve will believe that given the present mindset of Pakistan anything can be achieved by talking to them. It will be extremely foolish to think that they want good relations with India once the Kashmir dispute-which they want settled on their terms–is out of the way. There are a lot more other issues that the Pakistan has with India and the list will keep growing. The scope of the composite dialogue will have to be constantly updated to satisfy the whims and fancies of Pakistan for whose paranoia and anti-India phobia there seems to be no cure.0

Terroristanis are tasting their own bitter medicine…enjoying it themselves after sponsoring terrorism for some 25+ years of terrorism on civilians in India.
